Q&A: Why can't the "low income" population have pets?

Question by Julie6962: Why can't the "low income" population have pets?
Somehow it doesn't seem right that there are needy animals and probably a great number of capable pet-owners out there in the "low Income" population. I know it all comes down to affording veterinary care, but it just doesn't seem right that there are loving people who could help care for our nation's shelter/rescue animals. What do you think?
