Can somebody explain the difference between "e-mail marketing" and spamming?

Question by JIM: Can somebody explain the difference between "e-mail marketing" and spamming?
Throughout this week I have been seeing a flashing ad here on Y/A promoting "e-mail marketing". I don't see any difference between e-mail marketing and spamming as both involve mass unsolicited e-mails sent to strangers.
If there is indeed no difference, then surely the ad is illegal
